Unifies DEPLOY 30, GitHub Rebuild Queue, and Session Briefs into one repeatable artifact. Eliminates blank-page time when starting a deploy. Notion AI generates these automatically from session notes. Each build gets exactly one Ship Packet page, updated in place.
